Digital Educational Infrastructure, Distance Learning, and ICT Integration in Sub-Saharan Africa: Contextual Analysis and Implications for Mozambique

Abstract

 This study synthesises empirical evidence, institutional reports, and policy frameworks concerning Information and Communication Technology (ICT) integration and Distance Education (DE) across Sub-Saharan Africa (SSA). By framing regional developments within global paradigms, the paper examines structural constraints, including grid-electricity deficits, linguistic fragmentation, and severe resource limitations, alongside pedagogical transitions from teacher-centred instruction to learner-centred modalities. Comparative case studies from Uganda and Kenya highlight the risks of donor-funded project fragmentation and demonstrate the need for institutionalised teacher competency frameworks. Applying these empirical insights to Mozambique, this paper outlines low-bandwidth and off-grid interventions, including zero-rated academic portals, solar-powered micro-servers, and localised Open Educational Resources (OER) tailored to national infrastructure conditions.
